Ms. Elleson M. Fraenk is a Surinamese Attorney-at-Law and legal professional focused on corporate law, intellectual property law, and labour law. She is the Founder and Director of Vision Legalis Advocaten N.V., a law firm established in 2018, where she provides legal advice and representation to individuals, organisations, and companies across a wide range of legal matters, including corporate structuring, contract drafting, intellectual property protection, and regulatory compliance.

Ms. Fraenk also serves as an Attorney Trainer at the Centrum voor Democratie en Rechtspleging, where she delivers professional training for attorneys in intellectual property law, labour law, and corporate law. She previously practised at Schurman Advocaten, where she served as an Attorney-at-Law and Intellectual Property Practitioner. She is currently President of the Suriname Bar Association (Deken van de Surinaamse Orde van Advocaten) and serves as Honorary Consul to the Kingdom of Sweden in Suriname. She is also a member of the International Trademark Association and the Intellectual Property Caribbean Association, and contributes to several professional committees and legal initiatives.

Ms. Fraenk has been actively involved in a number of governance and civil society organisations, including serving as Secretary of the Foundation for Asset Management of the Moravian Church Suriname, and as a Board Member of Stichting Medische Zending Primary Healthcare Suriname. She is also a member of the Rotary Club of Paramaribo Residence and participates in initiatives that support professional development and women’s leadership.

She holds a Law Degree from Anton de Kom University of Suriname and completed additional studies in International and Comparative Law at the FHR Institute for Social Studies. She also participated in specialised legal training at Leiden University and completed a legal internship at the Inter-American Commission on Human Rights of the Organization of American States in Washington, D.C.

Mr. Anthony A. Olton JP, is a Barbadian leadership consultant and governance professional. He is the Principal Consultant of The Potter Centre, established in 1998, and Founder and Chair of the Caribbean Institute for Social and Emotional Learning.

He holds a Graduate Diploma in the Psychology of Work from the University of Leicester and an Executive Diploma in Management from the University of the West Indies, Cave Hill. He is a Certified ILM Level 7 Executive Coach and a Certified PROSCI Change Management Practitioner and holds several other professional certifications in leadership, coaching, and organisational development.

Mr. Olton currently serves as Chair of the Administrative, General and Professional Service Commission of Barbados. He also serves as a member of the Judicial and Legal Services Commission of Barbados and the Commissions Board of the Barbados Defence Force, and as Deputy Chair of the Barbados Accreditation Council. He is a former Reserve Officer of the Barbados Defence Force.

Mrs. Lesley-Ann Lucky-Samaroo, S.C., is a Senior Counsel of Trinidad and Tobago with over 35 years’ experience in commercial, corporate and civil litigation, family and matrimonial law, labour and trade disputes, medical negligence litigation, revenue law, and advisory work for private and state institutions.

She was admitted to practice in Trinidad and Tobago in 1985, following the completion of her LL.B (Hons.) at The University of the West Indies and the Legal Education Certificate from Hugh Wooding Law School. She has acted as legal advisor to major companies and state entities, and has appeared in high-value arbitration and appellate litigation, including matters before the Caribbean Court of Justice and the Judicial Committee of the Privy Council.

Mrs. Lucky-Samaroo is the former Chairman of the Standing Negotiating Committee on Air Services Agreements on behalf of Trinidad and Tobago and previously served as a Board Member of the Trinidad and Tobago Electricity Commission, where she was the first woman appointed to the Board. She has also served on the Council of the Law Association of Trinidad and Tobago, the Chief Justice’s Rules Committee and the Family Proceedings Rules Committee, and currently serves as Chairman of the Trinidad and Tobago Family Law Association. She was appointed Senior Counsel in May 2023.

Mr. Justin Lockhart Simon, KC, is the Senior Partner at Simon Rogers Murdoch, Chancellor Chambers, Antigua. He studied at St. Mary’s Academy, Dominica, before completing his LL.B. (Hons.) at the University of the West Indies, Cave Hill, his Certificate of Legal Education at the Sir Hugh Wooding Law School, Trinidad, and an LL.M. at University College London.

He began practice in 1975 at the Chambers of Louis H. Lockhart, Esq., later becoming a partner at Lockhart & Simon, and founding Simon & Associates in 1984. Since 2002, he has led Simon Rogers Murdoch as Senior Partner. He was appointed Queen’s Counsel in 2014. From 2004 to 2014, he served as Attorney General and Minister of Justice and Legal Affairs of Antigua and Barbuda.

Mr. Simon’s practice covers corporate, banking, employment, real property, administrative and constitutional law, revenue law, and civil litigation. He has appeared successfully before the Judicial Committee of the Privy Council and has been called to the Bar in Anguilla, Dominica, Montserrat, St. Kitts and Nevis, and St. Vincent and the Grenadines.

He has also served as Treasurer of the OECS Bar Association, Company Secretary of LIAT (1974) Ltd., and President of the Antigua and Barbuda Bar Association, where he oversaw the drafting of its Constitution. He was Secretary to the National Recovery Task Force after Hurricane Luis in 1995 and was appointed Senator of Junior Chamber International (JCI) in 1992. In 2018, he campaigned for Antigua and Barbuda’s accession to the appellate jurisdiction of the CCJ.

Her Ladyship, the Hon. Justice Margaret Price-Findlay

Chairman, Judicial Services Commission – St. Kitts and Nevis [Article V.1 (c)].

Her Ladyship, the Hon. Justice Margaret Alison Price-Findlay obtained a Bachelor of Laws degree with honours from the University of the West Indies, Cave Hill Campus, Barbados. She thereafter attended the Hugh Wooding Law School and received the Legal Education Certificate upon completion of her studies in 1987. Later that year, Justice Price Findlay was called to the Bar of Trinidad and Tobago.

Justice Price Findlay began her legal career as an Associate in the Law Firm of James Brathwaite from 1987-1988. Between 1988 and 1990, she was an Associate in the Chambers of Clarke and Company; between 1991 and 1994, she held the position of Associate in the Chambers of McW Todman and Company in the Territory of the Virgin Islands. In 1995, she founded her private legal practice in the Virgin Islands, which expanded into a law firm with other notable partners and associates. Justice Price Findlay served as managing partner in her firm until she was appointed to act as a High Court Judge of the Eastern Caribbean Supreme Court assigned to Anguilla from February to May 2009.

In September 2009, Justice Price Findlay was appointed a High Court Judge assigned to Grenada. From 1^st September 2015 to August 2022, she was assigned to Saint Lucia and served as a judge of the Criminal Division of the High Court. On 1^st September 2022, Justice Price Findlay was elevated to the Court of Appeal Bench. Justice Price Findlay brings extensive experience to the role, including an invaluable understanding of the trial and appellate jurisdictions. She also acted as a Judge of the Court of Appeal on numerous occasions prior to her full-time appointment. Justice Price Findlay is also a trained mediator, bringing a wealth of experience in dispute resolution to her judicial responsibilities.

In May 2025, Justice Price Findlay was appointed to act as Chief Justice of the Eastern Caribbean Supreme Court.

Dr. Dylan Vernon

Dr. Dylan Vernon has worked in international development, governance reform and public policy influence for over 30 years. He was the Ambassador of Belize to the European Union, the World Trade Organization, the Organization of African, Caribbean and Pacific States, and several European states, from 2013 to 2020. Before diplomacy, his active career in development and in the civil society sector included directing the Society for the Promotion of Education and Research, chairing the Association of National Development Agencies, managing the Belize UN Development Programme Office, and serving on boards of regional civil society networks in the Caribbean and Central America. Dr. Vernon led Belize’s first post-independence constitutional review as chairperson of the Political Reform Commission (1999-2000) and was Adviser to the Belize People’s Constitution Commission (2022-2025). His PhD is in Caribbean and Latin American Politics (University College London), and he has authored several academic publications, including a 2022 book: Political Clientelism and Democracy in Belize: From My Hand to Yours (UWI Press). Currently, Dr. Vernon is the Executive Director of the Belize Policy Research Institute at the University of Belize.

Mr. Brian Glasgow FCCA MSc

Mr. Brian A Glasgow, an independent financial services provider, is a retired partner of KPMG in Barbados and the Eastern Caribbean with over 30 years’ experience in assurance and financial advisory services, as well as with the private sector in financial management and corporate secretarial matters. He is a Fellow of the Association of Chartered Certified Accountants, and a Certified Public Accountant. He is also a Chartered Director and holds a Master of Science degree in Accounting and Finance from the University of Northampton in the UK.

He is currently the Honorary Counsel for Sweden in St. Vincent and the Grenadines, Chairman of the Fiscal Responsibility Mechanism of St. Vincent and the Grenadines, Deputy Chairman of the National Accreditation Board, and a Past President of the Chamber of Industry and Commerce.

The Hon. Miss Hilary Phillips, CD, JA (Ret’d), KC

The Hon. Miss Justice (Ret’d) Hilary Phillips, CD, KC was admitted to practice in August 1974 and elevated to King’s Counsel in April 1998. She practiced as Counsel from 1974, last serving as the senior litigation partner at the firm of Grant, Stewart, Phillips and Co. since 1979. On August 3, 2009, she was appointed as a Judge of the Court of Appeal of Jamaica. She retired from this position in May 2021. Ms. Phillips currently serves as the Chairperson of the Judicial Service Commission of the TCI and the Policy Advisory Commission at the Jamaica National Group Limited. She has been an Associate Tutor at the Norman Manley Law School since January 1994, during which time she has taught on Civil Procedure and Practice I, Advocacy, and now Civil Procedure and Practice II.

Ms. Tana’ania Small KC

Ms. Tana’ania Small KC is a graduate of the University of the West Indies and the Norman Manley Law School. Qualified in 1992 and admitted to practice in Jamaica, British Virgin Islands, St. Kitts and Nevis, Antigua and Anguilla. She was appointed as one of Her Majesty’s Counsel in 2021.

Tana’ania is a Fellow of the Chartered Institute of Arbitration and a member of the Bar Associations of Jamaica, Antigua and Anguilla and the Commonwealth Lawyers Association.

She is also a member of the Council of the Jamaican Bar Association and chairs a Panel of the Disciplinary Committee of the General Legal Council.

She is a partner at Livingston, Alexander & Levy, Attorneys-at Law in Kingston Jamaica.

Hon. Mr. Justice Winston Anderson

The President who shall be the Chairman on the Commission – Jamaica [Article V.1 (a)]

The Hon. Mr. Justice Winston Charles Anderson is of Jamaican nationality and upbringing. He was born in 1960 in Saint Ann’s Bay, Saint Ann, raised in the rural village of Brittonville, and attended Brittonville Primary School and later Ferncourt High School, from which he transferred to Saint Andrew Technical High School (STATHS) in Kingston. He entered the Faculty of Law, University of the West Indies in 1980, and graduated in 1983 with the Degree of Bachelor of Laws. From 1983 to 1984 he taught undergraduate courses, including International Law, at UWI, whilst pursuing the LLM degree there.

In 1984, he proceeded on the Commonwealth & Chevening Scholarships to Cambridge University, England and graduated in 1988 with a Doctorate in Philosophy majoring in International and Environmental Law. Also, in 1988, he completed a course of training at the Inns of Court School of Law in London and was called to the Bar of England and Wales, as a Barrister of the Honourable Society of Lincoln’s Inn.

Dr. Anderson rejoined the UWI Faculty of Law as a lecturer in 1988 and was called to the Bar of Barbados in 1989. He was then awarded indefinite tenure in 1994; served as Deputy Dean, and Head of the Teaching Department of Law. From 1994-1995 he was Research Fellow at Sheffield University, England; in 1996 appointed Senior Lecturer (whilst on Fellowship Leave) at the University of Western Australia; and in 1999 became UWI Senior Lecturer in Law.

Dr. Anderson was appointed General Counsel of the Caribbean Community (on secondment from UWI) from 2003 to 2006, and in 2006, UWI Professor of Law. Professor Anderson returned to the Faculty of Law in 2006 and was called to the Bar of Jamaica, also in 2006. He was appointed Executive Director of the Caribbean Law Institute Centre, in 2007, a position he held until 2010.

On 15 June 2010, Professor Anderson was sworn in as Judge of the Caribbean Court of Justice in a ceremony at King’s House, Jamaica, presided over by Governor General Sir Patrick Allen and attended by the Prime Minister, Leader of the Opposition, Chief Justice, and other local as well as foreign dignitaries. The Hon Mr Justice Anderson has the distinction of being the first Jamaican and, at age 49, the youngest judge ever appointed to the CCJ. The Judge was also the first whose swearing-in ceremony was specifically held in his country of origin and was the first to give a substantive response to the elevation to the Bench of the CCJ.

In November 2011, Mr Justice Anderson was appointed Founding Chairman educational arm of the Court, now CCJ Academy for Law. Other major internal appointments include chairmanship of the CCJ Privileges and Immunities Committee, and the CCJ Committee on Guidelines, Administrative Decisions and Directives (GADDS), now the Policies and Procedures Approval Committee (PPAC), and membership on the Court’s Monitoring and Evaluation Committee (M&E Committee). Since 2011, Justice Anderson has been integral to the conduct of the Annual CCJ International Mooting Competition, serving as a judge and key organizer of the moot. The Judge is a regular point person for planning, coordinating, and facilitating various Court initiatives with external stakeholders.

Justice Anderson holds several global and regional appointments including: (i) founding Member of the International Advisory Council of the United Nations Environment Programme (UNEP) (2012); (ii) Member of the Advisory Commission on Environmental Law to the Organisation of American States (OAS) (2013); (iii) Member of the Economic Commission for Latin America and the Caribbean (ECLAC) Group of Experts (2014); (iv) Chairman of the Disciplinary and Ethics Committees of Cricket West Indies (CWI) (2017); (v) Member of the International Cricket Council Code of Conduct Commission (ICC) (2018); (vi) Member of the ICC Dispute Resolution Committee (ICC/DRC) (renewed on 1 January 2023) and (vi) judge on the global Court of Arbitration for Sport (CAS) (from 2021).

In 2022, Justice Anderson was accorded the signal honour of being appointed Presiding Judge and Chairman of the apex Court in the Seychelles, comprised of judges of other apex courts from the Commonwealth, to adjudicate the case of Eastern European Engineering Ltd v Vijay. The Judge was appointed by the Constitutional Appointments Authority and sworn into office by the President of the Republic of Seychelles.

Justice Anderson is the author of numerous refereed articles in foremost global and regional law journals. He is also the author of several leading academic texts, including: The Law of the Sea in the Caribbean (BRILL Publishers) (2022); Ensuring Environmental Access Rights in the Caribbean (ECLAC, 2018); Caribbean Private International Law (Sweet & Maxwell, 2014); Principles of Caribbean Environmental Law, (ELI, 2012); and The Law of Caribbean Marine Pollution, (Kluwer, 1997).

The Judge is the driving force behind the CCJ Academy for Law and editor of the Academy’s publications, including Eminent Caribbean Jurists: Pioneering Caribbean Women Jurists: 2021 (co-editor); Legal Dimension Arising from the Covid-19 Pandemic: 2020 (editor); Eminent Caribbean Jurists: Eminent Caribbean International Law Jurists (2019) (editor).

In 2011 and 2021 Justice Anderson was invited to be the key-note speaker at the 50^th and 60^thAnniversaries of the Establishment of his Alma Mater, STATHS, and in 2018 he was recognized as one of the most outstanding graduates in the 70 years history of the University of the West Indies.

The Hon Mr. Justice Anderson is the father of three children: Anessa, Aleisha, and Anquan and now holds Barbadian nationality in addition to his native Jamaican nationality.

Sworn in as President on 6 July 2025, His Honour is now the Chairman of the RJLSC.
